Truly, I doubt the families you are speaking of are paying attention to Council legislation. And I doubt highly they want to deal with their kids any longer than they have to.

If they’re not doing anything wrong, it’s no big deal. But CPS investigations into missing children have apparently found 30 serious cases. We can’t abandon some kids like that just bc some wealthy white parent is embarrassed to answer a couple of questions from CPS.
