Who cares? Since it was Russia who initiated the invasion, and it's Russia who can withdraw any time they like, Ukraine has carte blanche to do whatver they need to do.
Exactly. Russia has no right and no proper rationale for being there. If they are truly concerned about a potential catastrophe, they can simply withdraw and return operation and control of the plant to its proper authorities.

Lol keep on believing their counteroffensive "fizzled out" - they are barely even 10% in to it.
They are not even seriously focusing on punching through the Russian lines yet, instead they are destroying Russian capacity first.
