What does it mean be can’t be treated for the virus until they know the results? I obviously feel awful for this family and totally understand the desire for a test result. But will that really change the course of treatment?

As an avid follower of all things corona, I can't believe I missed the first cases in Cuba. Three Italian tourists last Wednesday and now there is a fourth, not specified.
The Cuban government has advised residents to make their own masks, and says it has sufficient medicine to treat a large number of patients. Borders remain open.

There were proto-vaccines for SARS that were developed but not fully tested and rolled out. We already have a jumping off point for a covid-19 vaccine.
Eh. Vaccine development today is a decades old science. We know how to do it. You're not getting a big head start from a SARS vaccine.
The hard part is validation, and ramping up production. We're going to have a vaccine in 12-18 months barring some very strange circumstances. But it will be hard to go faster than that. Not impossible. But hard.

I'm not sure I understand your problem. They were more than just "exposed." They were tested later and they were positive. That's a good use of testing resources.
