Did read the article. They don't. China has some. Russia has none that are operational. The article is flat wrong. But again so what? Even if they did it does not change anything. All of our Boomers are out now. They can't be traced and 2-3 minutes before impact.
Look at the Russian military. Tanks are decades behind ours. they have antitank weapons we used in the 1970s. They have not used them much yet but their choppers are 1980s era. Their fighter jets could not compete with the F-14, 15 never mind the two or three generations in between.
