other states have quarantine requirments- they absolutely could use that


What requirements? The requirements - to the extemt they exist - prohibit local activity. Unless they also prevent travel, they do not prohibit locals engaging in activity outside the locale.

VA is still on list so don't cross the Potomac.

If you traveled to VA to scrimmage a team then you were in VA.

On Tuesday, MD came off the no quarantine list for NY/ tri state area. Unless another major case spike like post July 4 - should hopefully stay that way

They couldn't stop scrimmages before it was allowed. Doesnt mean it still wasnt prohibited. Its up to the facility to follow rules.
