So was he lying to the court when he made this statement (twice, before two different judges) or was he lying to the FBI or was he lying to Pence?

But, the Director of the FBI testified that he didn't lie.
And, he was speaking to "foreign adversaries" as part of his upcoming role. Not a crime.
