The governor does not have the power to unilaterally change the law. And Maryland had veto-proof Democratic majorities in both chambers. So even if she was intent on doing what you fear she will do, there is no way she could do it until a lot of other Maryland Democrats agree with her. So the issue is moot.
It’s not if legislature wants to enshrine new protections for abortion. And it’s not if she wants to get creative with executive orders and administrative action meant to make getting an abortion harder. She can’t outlaw abortion on her own, but she absolutely can be disruptive. There will be massive pressure on every Republican everywhere to do everything they can on this front.
Here are two important points. First, you may not know that bills in Maryland can become laws without Governor signature. Second, again, the Assembly has a veto-proof Democratic majority.
If there is pro-choice legislation that you fear won’t pass in Maryland, the answer would not be because of the Governor and it would not matter if the Governor was Democrat or Republican. Your concern would only be due to not trusting the Democrats in the Assembly to be as pro-choice as you are. And to br honest, generally speaking Maryland is a very centrists Democratic state so that fear is well founded but also does not put you in the mainstream

Kamenetz wasn’t favored to win the primary and if he did he would have lost, just like Ben Jealous. Keeping in mind that this was for Hogan’s second term.
For Hogan’s first term, he easily beat Anthony Brown who deserved to lose because he’s a terrible politician who has done nothing in his career to this point and has ascended state politics due to party machine backing. His main claim to fame at the time was bungling the state health care exchange, which was the only responsibility he’d been given as Lt Governor to O’Malley. Democrats might have had a chance to stop Hogan at the outset with Gansler. But the machine vote turned out for Brown. A similar thing happened with Erlich and Kennedy-Townsend, so it’s surprising that state Democrats refuse to learn their lesson. Erlich ended up being a terrible governor and lost to O’Malley and Hogan learned that lesson.
