I think part of it is also that society doesn't expect much from poor people, but they expect better behavior from more "educated" wealthy people.
A simpler explanation is that racism is rampant at the segregated schools.

Wait until they find out some people who go there are wealthy while others are less affluent. Wait until they find out the change of school assignment form can be filled out and submitted by everyone.
Of course, there are minorities at Churchill. I know all 3 of them.
