Very common when the day care does not have its own playground. Where are you from?
Our downtown DC daycare did this and it was never an issue. They had a 4:1 or 5:1 student/teacher ratio and the teachers know all of their children well enough to keep track of them. I never once felt uncomfortable about this.
Most downtown daycares routinely take the kids to the closest public park, as well as to children's performances at local theaters or museums. It's a really common sight around here to see the kids out. They usually have a rope that they all hold onto when walking, and some have bright vests that they wear. Doesn't bother me--frankly, I'd be more annoyed if they didn't take the kids outside, and if they failed to take advantage of all the cultural stuff they have access to downtown.
