It’s over now, so it doesn’t matter much anymore. But if it means that much to you, learn understand FOIA and keep filing requests until they respond, or hire someone who knows the process to file them for you.

I still think the reason they won’t release it is because it will shine a light on the homeless loophole that everyone is powerless to stop.
