The Texas democrats have given Abbott an ultimatum. If they drop this nonsense, they will come back to provide quorum on other items. If they don’t, then it’s on Abbott.

Either way, California is moving ahead with their plans because Abbott doubled down instead of backing off and the deadline expired.

It says "persons" not "citizens" - citizens is a subset of persons. Persons includes everyone, not just citizens.

When that text was drafted the US was filled with huge amounts of non-citizen foreigners (almost 20% of the colonies) and slaves. All of whom were counted in the census.

The first census in 1790 didn't even count "citizens" - it counted "free persons" and "slaves." Non-slave foreigners were under the "free persons" category.

Public health and other issues are at stake. By all means have strong borders, but don’t punish the communities that don’t cause the mess. The mess is in the hands of every potus (including trump) and every congress.
