They are Government's enforcers aka "Goons" for what is basically the mafia. (government in general)
They are not needed in the USA anymore at any level.
The only good solution would be to disband ALL LEOs except "detectives" who solve crimes.
Also allow more Private Detective Agencies for those who don't get acceptable results from the publicly funded detectives, and wish to hire someone else.
Regular police enforcing traffic, civilian, etc. everyday things are not required in the USA where everyone can handle their own safety issues and squabbles themselves.
