Yep, I think this is the actual crime. Scamming insurance companies with fake amounts. Maybe Noem is the real criminal? Oh, and lacking streetwise intelligence? She is definitely an outlier as we all have successfully been to a restaurant without having our bags, purses, and wallets stolen right from under our noses.
