And also dems would not have made such an offer without congressional appropriations. Trump has no power to bind the government to an agreement that conflicts with federal laws (re: buy out caps, funding, admin leave etc.).

They certainly could be for many, if you believe that any of those terms would be honored. However, the only document they are willing to give you in writing enables them to weasel out. Also, the government is not committing to the agreements. They are having line supervisers, who have no uthority to commit government funds, sign them.
