Most of these EO's are just red meat for his base. In reality, there won't be much that changes. I don't see him enforcing his mask thing in northern VA or Henrico or Albermarle counties. Those are the economic engines of the state. He has a lot to learn.
This is painfully obvious.
They are also atrociously written. My favorite is the double negatives in the mask order. It stinks that we are stuck with a Governor with no knowledge and no experience.
I use perfect grammar and I am applying for a director job at the Carlyle Group. Clearly Youngkin faked his grammar skills while making millions. With my genuine grammar skills. I will be rich in no time.

They really are embarrassingly poorly written.
I’m glad to read this. I was thinking the same thing when I read them. If one of my DW’s sixth grade students had written them I’d say they were pretty good, but they definitely don’t seem very gubernatorial.
Youngkin did not hire the best people.

He will probably instruct the state agencies to not implement it. The executive branch can definitely hamstring the process of implementation, thereby undermining the legislation.
The executive branch typically controls distribution of funding. So he could simply choose not to fund, or underfund, the program. No money, no program.
The EO goes beyond that to instruct the agency to notify that Youngkin is withdrawing from RGGI through executive or legislative action. Youngkin has no control over the latter, which is what’s required to withdraw. It’s an invalid EO because it exceeds Youngkin’s executive authority.
Or. Executive.
