Probably hoping that if the kidnapper still had her mom, promising to pay the ransom would prevent them from killing her right away.

They see eyebrows that looked too shaped and plucked to belong to a man and what appears to be eyeliner under the lower lashes.
There are men that shape their eyebrows or have naturally shaped eyebrows. Also, the eyebrow thing could be an optical illusion caused by the ski mask.
