There’s no evidence she stalked or obstructed anyone. And refusal to follow orders does not justify deadly force.
She obstructed the agents by parking her car in the middle of the road, aiming to disrupt a federal law enforcement operation.
The wife admitted to the officers that they follow the agents around. That’s stalking.
They were very unpleasant individuals who believed they had the right to disrupt law enforcement operations.

There is a subset of of criminolgy called victimology. It is not victim blaming. Per google response:

It’s relevant in this case, actually in all cases. It can be used as an educational tool to prevent similar victims.

Everything you wrote leads to the opposite conclusion from a legal standpoint. If she hit him, then he shot, he was no longer in danger and the shooting was retaliatory in nature..
What is clear from the video is that at no timein the video did he state anything or exhibit any behavior that indicated he was afraid. To the contrary, he continued to film. And didn't get out of the way, but stood firmly in place putting himself further in danger. Again, from a legal perspective, militating against the conclusion that this was a justifiable use of force.
