The city budget was $8.6 billion in FY09; the current year is $15.5 billion. Flush with cash is right.
And most of it is not going for capital improvement but rather is being wasted by Bowser on no-bid crony consultants and unqualified (some just shell corps) but politically connected “8a” contractors.
