As a general rule, incumbent landowners love to be upzoned because it makes them money.

On the other hand, upzoning is indisputably bad for small businesses because they cannot afford to pay Class A commercial rents.

I think the neighborhood and ANC can and should bring pressure to bear on AU. Yes, universities have fiduciary responsibility, but they also have social responsibility in how they manage their accounts and spending. That's why they all disinvested (with great social justice impact) from South Africa in the 80s. The treat them as any other landlord, especially when they own so much of the neighborhood and are a major stakeholder in its health and ethos, is disingenuous.

So, he owns the building (according to you), which means that if it were upzoned, he wouldn't get evicted by the owner, because he is the owner. All to the good. Win-win.

Exactly. If he was leasing retail space, up-zoning would spell the death of his business at that location. To be replaced by a national fast casual chain.
