tI's a federal crime to "attempt" to "corruptly persuade" someone to "influence" (or even "delay") his testimony. 18 USC 1512(b)(1). You don't have to shut down an investigation to obstruct it.

The man is bad at firing people. He's known to be terrible at it. McGahn seems to have known this, too.
But generally, yes, attempt is considered to be just as bad as the crime.

The same can be said with Comey’s firing. The AG/DAG wrote a memo about why Comey was fired. No one can dispute the facts laid out in the memo against the memo. But but Trump thought about Russia. In Leslie Holt’s interview, if you read it in its entirety, Trump said knowing he would get accused about Russia politically, he still did it because Comey is bad for the FBI. Knowing what we know now, Comey absolutely deserves to be fired.
