I think you need to take a more nuanced view than that.
Hardy should respond to the needs and concerns of IB families - they have an obvious stake in the school.
But, if IB families are not attending, and the school is currently 87% OOB, the school obviously has a responsibility to address the needs of those attending Hardy now - no one can deny their stake in the school.
In large part, there is not a real difference - the needs of IB families and the needs of OOB families are not all that different.
But, to the extent there is a real or perceived difference, how should the school handle it? Do you prioritize the needs of current students against potential future students, or vice versa?
Please share your thoughts.

What is Hardy's unique culture?

Its like election night before they announce the exit poll results (or in the old days, before returns had been counted) everyone sits around BSing, rehashing the campaign issues, etc when everyone knows that what everyone really tuned in for is going to be public before long.
If you want to know why don't you just enroll your student? This will be released outside the Hardy community when the time is ripe. Right now this is confidential information of the government of the District of Columbia.
or just breeze by the 6th grade classrooms and do a head count -- or hang out outside the building in the AM or PM
Yes, do that, lurk and stare at middle schoolers when you don't even have a kid in that school-that's not creepy at ALL…

I'm having a hard time understanding this: why is it when IB parents say that their concern is the educational quality, that Hardy parents ignore that and claim it's about something else? Do you think we're lying?
Don't be stupid. Just 'cause peple said the Civil War was about states'r rights didn't make it so - it was about slavery.
Read the whole thread. It will open your eyes. "Eduational quality" is a statement that is a proxy for a whole bunch of complaints - some race-based, some legitimate educational quality-related, some in a whole different category- that cannot be fixed by making whatever improvements to "educational quality" sought by IB parents.
Oh, Gawd! Must everything be manufactured into a racial issue?!!
In DC manufacturing is not needed -- it's a fact of life.
This is code for something, right? Since no one here actually says what they mean.
Are people saying that A-A's don't value educational quality concerns? Now, that's offensive.
