The CR makes Trump's illegal shutdown activities continuing illegal, instead of giving him the elimination of funding that he wants.

The House Democrats were being coy with their protest votes No, because their votes DID NOT MATTER at all. They couldn't shut down government, so they could put on of show of pretending they wanted to shut it down.

Trump and the Rs are doing a fine job turning the whole country against them with their mismanagement, CE or not.

Rs will pass laws to rein in or mpeach Trump (unlikely) or face backlash at reelection time. This is what is possible within the laws governing Congress.
