Bureaucracy, i.e., the civil service, the rules & regulations, the monitored processes, is one of the pillars of a functioning democracy. Without what you derisively call “bureaucracy” we’ll have a corrupt banana republic-type of government, spoils system corrupting the government, a bunch of sycophants and cronies exploiting government for the benefit of a few, unrestrained contractors fleecing the public monies.
