They certainly could be for many, if you believe that any of those terms would be honored. However, the only document they are willing to give you in writing enables them to weasel out. Also, the government is not committing to the agreements. They are having line supervisers, who have no uthority to commit government funds, sign them.

DP. I would get 28 weeks. And I would have no restraints on searching for new employment. and most importantly there’s no guarantee I’m going to get RIFFEd anyway so why leave now at all?

Why would you think this? It's one week per year of service for the first 10, so right there somebody with 10 years gets 10 weeks. Now add 2 weeks for each additional year, plus age adjustment multiplier.
I'll grant you that health insurance could be a factor. You do keep it for a short while if RIFd but that's not as good as keeping it on admin leave.
