Sadly it will take an attack and a big lawsuit for the airlines to ban them. It’s hard to believe that they allowed a pitbull but I guess if they didn’t have a policy for it then there wasn’t anything the staff could do, even if they were smart enough to realize that it was a really bad idea.

Based on information provided by OP and overall knowledge about rules re traveling with animals - it is reasonable to assume that dog was indeed a service dog (most airline tightened rules around emotional support animals, and large dogs were never allowed in the passenger area to begin with).
