Two completely different things. First, campaign funds whether those for Trump alone or those in the RNC coffers, can only be used to pay for his legal fees. They cannot be used to pay the penalties or the bond required to be put up in order for him to be eligible to appeal the ruling. So, neither his campaign funds nor the RNC funds can be used for those personal costs (those are not considered legal fees).

Second, the RNC only has $8M in their coffers at this point, compared to the $33.5M that Trump has in his war chest, it's a pittance. But neither of those chests can be used for his personal expenses and neither of them are anywhere close to the now $600M that he currently owes in personal expenses (e.g. legal penalties for his financial crimes).

Now, he can use all of those funds to pay his lawyers, but as so many lawyers have already mentioned, Trump doesn't pay his lawyers. There's a reason he has to go with inexperienced and unqualified lawyers like Alina Habba, since the reputable lawyers have stopped working for him because he doesn't pay them. Rudy Guilliani said in his defamation and bankruptcy cases that he did not have the funds to pay judgment in part because he has overdue, never paid legal bills to Trump. Jenna Ellis has said that she was upset that Trump would not direct any of his funds, including his campaign funds to pay her so that she could defend herself in court. Sydney Powell has said that she never got paid. Lin Wood was never paid. And so on. He doesn't pay lawyers and he has to keep cycling lawyers every few court cases because they bail on him due to unpaid legal fees and then he moves on. It's truly a surprise that any lawyers would still accept his requests to represent.
