This is an excellent idea. MD, VA and WMATA all opposed the action of the Council. It has had disastrous and far ranging consequences, financially and re: safety.
Frumin is pretty weak sauce but perhaps with his feet held to the fire he can perform adequately. He seems to take a lot of his cues from JLG, who is likely on her way out. Perhaps he can glom onto Pinto next? Or Henderson?

Doesn't the new traffic bill address this? The biggest problem with fake tags is that they aren't connected to anything or anyone. DC can mail all the tickets in the world but they will have nowhere to go. As such the ONLY thing they can do is to boot and/or impound vehicles on the spot.
I believe that the booting/impound crew is skeletal..one truck for the whole city? That means they aren't serious about it. You can ask Frumin at the meeting. Same things with the car theft/jacking task force being understaffed according to the detectives. If you care about an issue, you staff it.
