In neighborhoods where there are no sidewalks, you don’t have much choice. If there’s a sidewalk, dogs should pee in the strip of grass between the sidewalk and the street. If there’s no sidewalk, it’s permissible for dogs to pee in the first 2 feet or so of front yard, which is probably a public easement anyway. They should not be peeing on mailboxes, flowers, etc.
