Have you read an updated article? All the articles I've seen with details of the attack (not the initial articles) said the attacker tried to tie Pelosi up but Pelosi was able to dial 911 and leave the phone on so the dispatcher could hear what was happening, so police were sent out to check on the situation.
Sounds like the guy was not in control of the scene. That’s common with unorganized attackers and indicates mental instablility
