Why would Ukrainian soldiers NOT let people out if they could? You think they want more people to feed, deal with housing and waste management, and all of that? These aren't people who are going to fight -- they are trying to leave. Ukrainian soldiers have every incentive to get them out and save resources for the citizens who are staying.
The only incentive NOT to is what was mentioned by a PP above -- when they get turned around at the border to Poland or wherever, it causes more work and time to reprocessing them.
This is a stupid talking point that makes no sense when you look at it more closely.
It makes sense if they don’t care what happens to these students of color. What makes you think they will be offered food or shelter and not just left to slaughter. They want to get out just like anyone else. What reason do they have to lie themselves? Why have the boarder agents waste time processing them when they can process Ukrainians and get more of them out safely and quickly. The only thing worse in this case than making them sit in the back of the bus is not even letting them on the bus in the first Place.

The date of the letter you posted is February 26th — AFTER Ukrainians barred Nigerians from taking trains out of Kyiv and other cities. The Nigerian embassy’s instructions reflect the reality that Ukrainians aren’t allowing Africans to leave with everyone else, so the Nigerian embassy had to help find alternative routes. The fact that the embassy had to find alternative routes is further evidence of how Ukrainians are treating Africans, you nitwit.

Speaking as a brown person, the first 2 days, seeing the reports from Ukraine made me teary eyed when I read the articles. Then after the discrimination videos started making the rounds, I am just disappointed that people look at skin color in a crisis. One of the videos above shows the black woman trying to get in but denied and a white woman on the left is let through on the train.
