She seems to be saying Blacks were successful after the Civil War. Many apparently succeeded despite not receiving handouts. At some point, this success attracted the wrong sort of attention, IMHO.
Of course that’s what she’s saying. But the idiots on the Outrage Committee won’t let anything pass unless it’s been spun into something it’s not. So typical.
