Dems do not control Congress. In fact Trump has dismissed the House. Republicans would have to disobey Trump and convene a session of congress. Trump would order ICE to shut that down.

Does not look like the Republicans want the partial shutdown to end.
They don't, but they keep voting for it to end.
Democrats have taken the bait, and keep voting to continue the shutdown, meaning less money for Democrat government workers, maybe a total shutdown of programs.
