In certain countries, being transgender is illegal; however, with a passport that matches her identity, there is a level of security afforded her (despite everyone knowing she is transgender). If she traveled as a female on a passport that said she was male, they could legally arrest her. Why would she want to travel in the first place? Lots of reasons.
