They could be happening, just not publicized yet..
First, most of the best players of 2019 were already committed well before the new rule kicked in. Second, those that weren't, are good enough to play DI, have been contacted by the programs that want them.
Next year there will be more kids recruited on Sept 1 as the top 2020 players may not have all received offers before the rule went into effect.
By 2021 it will be as predicted on Sept 1, a flurry of calls and e-mails. Few 2021s had been recruited as they were just graduating 8th when the rule went into effect.

For now, thankfully that only happens in soccer. Playing for the high school team is encouraged for lacrosse.
