The ITOC is a $692 property tax credit for homeowners who claim their home as their principal residence. It used to be automatically applied to qualifying county property tax bills, but homeowners now have to fill out a one-time application to receive it.

Elrich has spoken out on multiple occasions against the proposed elimination of the ITOC, which he says will result in most homeowners paying more than they would under his proposal to raise the property tax rate.

Supporters of the proposed elimination of the ITOC emphasize that the credit does not benefit everyone, including people who qualify but may not be aware of it.

“Unfortunately, it doesn’t provide the credit equally to everyone,” Balcombe said on Friday. “Renters don’t get this credit, it is owner-occupied eligible only.”


Renters don't need the credit because they don't pay property taxes in the first place. Idiots.

The only executive candidate that put forward a budget without a property tax increase for anyone was Jawando. His colleagues couldn’t stand the idea of giving him a win so they never really considered it.

Fani-Gonzalez also proposed cuts that didn’t work, and her tax plan created some problems this year and will create many more problems in future years. It’s fine to disagree with how someone cuts spending. Propose alternatives. Mink, Stewart, and Jawando were serious people on this budget.

People who didn’t propose alternatives are not serious people. I am especially disappointed in Friedson, who engaged very little and was frequently corrected on the facts by department staff and his colleagues when he did engage. He looked like a total joke. He advocated for more spending than he opposed and pontificated about taxes. He lacks either the maturity or the intellect to be executive.

Jawando’s plan cut spending growth to 4.2 percent. If you can’t figure out a way to get by on a 4.2 percent spending growth, you’re not working hard enough. This kind of can’t-do attitude is why the budget is a mess. But hey at least we’re still dropping $20 million on the green bank.

Most of the cuts he recommended involved essentially kicking the can down the road. Stuff that needs to be done and if it waits will end up costing more. Some were quite non specific, others were simply not permissible under the county code.

While I agree the green bank is a waste of taxpayer money, this post only underscores that despite county residents being such a well

Clearly he didn't since his proposal violated a bunch of rules.


Again, the other members could have proposed offsetting cuts to reduce spending growth. They didn’t. The fact remains that Jawando put a lot more effort and energy into fixing this mess than either of the other two executive candidates. I expected that of Glass because he likes to go with the crowd. Friedson was a disappointment. He has talked big talk about controlling tax burden for eight years and every year he votes for all the spending. I thought maybe this would be the year.
