Wonder if the play is to get Bowser to turn over the RFK site to Monumental. I don't disagree with him that it makes a ton of sense to consolidate practice and game venues in one location and I would think the RFK site could accommodate.
Also, it doesn't make much sense to spend tons of $$$s on the Commanders when that is only 8-9 home games a year (plus playoffs...but that never seems to happen).
She cannot control when that site would become available, same with the FBI site or Poplar Point - all federal parcels that could be turned over to DC for future use. Frankly, the best option would be to retain CapitalOne and gain first right of refusal on the FBI site should it ever become available, and facilitate Leonsis to develop the rest of the "complex" there, as it is only a couple of short blocks away.
