Because Congress doesn’t enforce the subpoenas itself; it used the Department of Justice to file criminal charges against those witnesses who don’t comply. Trump controlled the Dept of Justice, and would not enforce Congressional subpoenas intended to investigate Trump’s own wrongdoing.

In response to the specific question, given the timing of the impeachment, the SCOTUS would be hearing those cases two years from now. Hardly timely given events on the ground.
