So, Palatine can come back again if it's necessary for the plot?
That’s basically it. Lol. They killed Snoke the last movie so they needed another big baddie in the movie.
Snoke was just a projection made by Palpatine. Keep up. He was never his own entity.
Or it’s just bad writing. It’s why you should never have 2 different directors write the 3 movies without an actual outline or a plan.
Umm ... no. Palpatine had been present in every part of the trilogies. It makes total sense that he would’ve pulled the strings, just like he did in the prequels and original trilogies.

He was blown to bits, if he is a spirit why is he walking away from the machines? Temporarily? How are machines keeping his spirit alive?! What need does the spirit have for machines?"
It was temporary because eventually Rey killed him for good by using the collective power of all the Jedis.
Star Wars has a long history of showing people's bodily forms as spirits -- for Jedis it's a Force Ghost.
Is she killed him for good, then he was alive. You can't kill dead things!
She killed his spirit. You don’t understand it. Read about Darth Sidious (Palpatine) on Wookieepedia. They have an extensive entry. They also talk about what he and other Siths did to reconstitute their spirits.
