It's well-established that Ivanka's usage of words has at best a tenuous relationship to their meaning. But, FWIW, even people who are smart use big words incorrectly quite often.
That said, she really does not come across as "smart" by any definition other than "well-dressed"...and even the latter is infrequent.

It was basically that she’s the Republican’s version of a feminist: pretty, thin, quiet, dresses in skirts and dresses, speaks demurely, never takes the lead, etc. She can be a businesswoman as long as she behaves a certain way, always knowing not to upstage the men. I think there’s something to this argument.
