Parents worry that in Title I schools, the academic standards and expectations of our children might be lower than in other schools. So, if schools promised that children who perform at or above grade level would receive an education directly commensurate with their abilities, then this concern dissipates -- and parents would be much more likely to give their IB schools a shot. It's that simple.

OP dos not even have a child I am betting, let alone in a DCPS school. People, OP is a troll and I suspect is sock pupeting as well. There is no real story here, only attempts to rile up and offend. The only way that EOTP schools get "buy-in" from the portion of its otherwise IB parents who use charter or OOB placement is when the demographics of the neighborhood become such that the neighborhood ES (or MS, in the case of Deal) is less than 40% FARMs. At that point the middle class parents will step up and invest in the school en masse. See, e.g., Ross or Brent. Otherwise, if the demographic tide is against them (see Bancroft or HD Cooke), then there will be a small, revolving cohort of middle class parents who try to make things better, but who eventually give up and leave.

And it also explains why some gentrifying neighborhoods won't have decent DCPS schools any time soon. The parents moved in early enough that they could either afford privates, or get in early on the hot charters.
