I think people are making unfounded assumptions. Some kids have multiple people who are authorized to do pickups and dropoffs (nannies, family members, etc.), some of those people will have on-DC plates. Or some children have separated parents. Only one of them needs to be a DC resident. I remember representing a domestic violence client who moved to MD with her children but her children were allowed to continue in their DC school becasue the father still lived in DC. Some MD folks also pay to send their kids to DCPS. I'm sure this will become more difficult as a school becomes more desirable.

The OIG investigates this stuff and publishes reports, and it does make a BIG difference and for lots of positive change.
Or call NBC of Fox - they'd love to set up cameras outside. One of their reports will trigger an OIG investigation, no doubt.
If the school is allowing non-residents to attend for free, then there's a break-down in administration, period. That cannot be tolerated.
