I hate skinny jeans. I think everyone looks bad (and uncomfortable) in them. I also hate skinny ankle pants. I think they look weird on most people; they make their feet and hips look really big.
No, they are not better than shorts on most women. Many, many older women of various ages and weights look very nice in a pair of knee length shorts that aren't tight. They are no more inappropriate than a skirt.
Capris, cut the calf in half, and make your calves look fat and your legs look dumpy.
If you won't wear shorts and you can't wear ankle pants, just wear very light weight khakis and a very summery top and cute sandals.
