Not really full rights are for citizens the other people are subjective, however this man is not on us soil so there are no US rights for him even if illegals have any

At this point, I think the most likely scenario is that he is dead. This would explain why the US is refusing to bring him back and hiding information. The political fallout of this information would be enormous and they are trying to avoid accountability.
Yes, I would have to assume they have killed him already if they won't return him. I blame Trump for this death, if he is dead.
