I’m confused. If this is money that belongs to DC for things that DC allocated in the budget, what happens to the money since the house didn’t approve the budget? Is this money that was already in hand — or money that DC anticipated receiving in taxes?

slash the budget, blame Bowser and the City Council for the many things that will crumble, and try to use that as a reason for bringing the city more firmly under federal control. I’m outraged, but not surprised by the vindictiveness of this move.
It's DC money that Congress already approved last year. So it's cutting 1.1 billion local dollars from the FY 25 budget congress approved last year.
It's only an issue this year because Bowser and council gave a fortune to Leonsis. That's what grew the budget by 1.1 billion. Note that no one talked about clawing back that money, just from schools and police...
It wasn't a gift. DC bought Capital One Arena as part of a $515 million deal and then leased it back to Leonsis. Then, DC started renovations on their new arena.

The long term stability of Chinatown is kinda important. It sucks for us but that's the downside of living in a multi-jurisdictional area.
That being said, a large part of that expenditure should be held back in order to force the NBA owner billionaires to lobby on our behalf to their caged monkeys in Congress. Considering the level of donor some of these owners are we need to utilize whatever leverage we got.
