Just because you write this doesn't mean it is true. You wish it to be true, but until a court rules (and if there are court cases, I do assume it will go all the way to SCOTUS who will side with the Executive Branch because the Constitution places the bureaucracy under the Executive Branch).
The optics are certainly not favorable. Telling the country that a duly elected president who campaigned on reforming the Federal bureaucracy is blocked from giving his people access to government computer systems in his own agencies that report to him.... good luck in selling that to the public.
