You guys- it’s not the returning to the office that’s an issue- it’s the no telework whatsoever that’s the issue. My best employer has a broken leg (true story! He’s had multiple surgeries now) and can’t drive. I really don’t want him to be on short term disability because he’s not allowed to telework. He can’t drive though.
I work in a fed office that has never had a telework option and have had multiple coworkers who have still managed to routinely report to work with broken limbs, and other serious injuries. Uber, carpools, having a friend or family member drive you or public transport are all valid options. Yes its inconvenient but going out on disability or demanding a telework accommodation in these circumstances is why Feds get a bad name.

He should qualify for a very rare exemption under the ADA. Feds mad that they can no longer drive their kids to soccer at 4:00 should not.

Can he not get a reasonable accommodation during his recovery?
Will your agency not give a waiver?
My agency is allowing situational telework and I'm pretty sure would bless a short term arrangement for an employee like you describe.
I don't think any agencies have their waiver processes in place yet.
RA processes can take a pretty long time.
