Obama had to deal with the aftermath of the great recession and sequestration. His hands were tied. The 2010 midterm election was a rout.
His hands weren’t tied. He could have given raises but did not. He was a giant weenie on this. There is a large cohort of feds hired during that time who will never catch up because of that time period. The best of them have left the government.

I have encouraged DC to stay away from public service. It's neither well rewarded or appreciated. If DC wants to be a do-gooder career wise, DC should make money in the private sector first and then turn to public service in late 40's or early 50's.

It’s just us.
My private sector DH got 4% this year. So I don’t think many employers are fully keeping up with inflation. However, 2% with everything going on is pitiful.
Highest health insurance premium increase in recent history (average of 13.5%), on top of 8% inflation, and an incoming administration that talks nonstop about how much they hate us and want us to lose our jobs. Oh and possible increased commuting expenses.
I think Trump/DOGE are going to meet their goal of getting a lot of Feds to leave. Sorry to the American public that the best performers are going to leave and not be replaced.
I think they need to go after oldies that are sucking up and poor performers.

I love oldies but don't like how they stay in federal positions and not perform. More than 80% of the oldies at my agency are just chillin or barely doing their jobs. What do you say about that? Have some self-respect and stop sucking the tit.
