Then why is he telling the GOP to hold Ukraine aid now? Why is he telling the world that the US won't be a part of NATO under a second term? Why is he isgnalling that murdering Navalny is ok, just like murdering Khossghi was ok?

NATO countries need to pay the minimum (2%) and stop dependence on US taxpayers.

And that message has been delievered consistently by US Presidents since 2010 and it does take time for countries to adjust their budgeting, which they did starting in 2017-2018 after years of Obama calling it out. Trump was right to continue Obama's policy.
