Only if you're incapable of nuance. We moved to DC when I was 3 and I'm now 50 years old. Except for leaving for college and grad school, I've lived in DC and do considered myself a Washingtonian (Ward 3--and yes, this is the term we used). OTOH, someone who was born in DC but has spent the majority of her life in Baltimore would not be a Washingtonian.
