You are not alone and that is not specific to DCPS. We had a similar experience at a HRCS. They wouldn't give out 5s because they weren't testing that material, there was a huge range of kids with all 4s. It gave zero visibility into where they actually were. Compound that with the fact that our HRCS didn't challenge kids, require them to take notes or do any actual studying and they were shell shocked when they went to a real MS.
